The Administrators will evaluate the effectiveness of local programs in different communities nationally and work with grantees to identify Effective Elements, those conceptual approaches used in model development and implementation that improve outcomes, reduce barriers and are replicable. These Effective Elements are compiled into a web tool, Learning Library, that individuals and organizations across the country may use to develop, implement and right-size a local program for their community.
