Community Care Corps funding may be used to pay salary and fringe for organization staff working directly on the Community Care Corps local model. Organizations must document in the budget the % FTE for each individual staff member and provide supporting documentation upon request to prove that each staff member is meeting the obligation.
Federal law limits how much of an individual’s salary may be charged to certain federally funded grants and cooperative agreements. For 2025, the maximum rate that can be billed to these awards is the Executive Level II salary rate: $225,700 per year. Be advised that this value changes annually.
Organizations may pay staff more than this amount, but they cannot charge the grant for any portion of salary above the cap, and they also cannot use a higher base salary when calculating the percentage of effort (FTE).
For example, if a CEO earns $300,000 and is budgeted at 0.10 FTE, the allowable charge must be based on 0.10 FTE of $225,700, not 0.10 of the full $300,000. Any salary above the capped amount must be covered with non-federal funds.
This limitation applies to recipients and subrecipients and must be followed when budgeting, invoicing, and requesting reimbursement for personnel costs.
