Does the Jewish community qualify as an underserved community as a religious minority, given the long history of anti-Semitism and the fact that other local service providers have affiliations with Christian denominations?

The Administrators wish to fund local programs that represent a cross section of the nation reflective of geography, urban/suburban/rural/frontier, and tribal communities, limited English-speaking populations and communities facing challenges due to limited resources. There are no restrictions due to religious affiliation.
